Leader of the planet Spectra and second in power only to the "Luminous Spirit". He was personally chosen for his position by the Spirit and is very jealous of his position. He has been known to spy on some of his own men who he thinks might be trying to replace him ("Super Space Spies"). He is a disguise expert, disguising himself as both men and women, and has been known to fool even G-Force. In "The Alien Bigfoot" he is nearly unmasked by G-Force, who only get to see long blond hair before being knocked out by the Spirit, giving rise to the possible idea that Zoltar is a woman in disguise (in Gatchaman, Berg Katse (Zoltar) is a mutant, shifting between male and female on a yearly basis).). He has a sister, known as Mala, who is admired for being so ruthless ("The Galaxy Girls"). He is constantly frustrated by the fact that G-Force always seems to know his every move, and that his men are so incompetent in carrying out his plans.
